Can this control be used in a windows application, i.e. like a control for a vb.net application project??

The Simplovation Web.Maps.VE v2.0 component is an ASP.NET AJAX Server Control. It can not be used from within a Windows Forms application directly.
You'll want to check out the "MS Virtual Earth Winforms User Control" project over on CodePlex. It's a Windows Forms control for displaying/manipulating Microsoft Virtual Earth maps.
